新華社北京2月24日電 近日,中共中央、國務院印發了《國家綜合立體交通網規劃綱要》,并發出通知,要求各地區各部門結合實際認真貫徹落實。《國家綜合立體交通網規劃綱要》全文如下。

國家綜(zong)合立體交通網規劃綱要

為加快建(jian)設交通強(qiang)國(guo),構建(jian)現代化高質量國(guo)家綜合立(li)體(ti)交通網,支撐現代化經濟體(ti)系和社會主義(yi)現代化強(qiang)國(guo)建(jian)設,編制本規(gui)劃綱要。規(gui)劃期為2021至2035年,遠(yuan)景展望到本世(shi)紀中葉。

一、規劃基礎

(一)發展現狀

改革開(kai)放(fang)特別是(shi)黨的(de)十八大(da)以來(lai),在以習近(jin)平(ping)同志為(wei)核心的(de)黨中央堅強領導(dao)下,我(wo)國交(jiao)通運輸(shu)發(fa)(fa)(fa)展(zhan)取得了(le)(le)舉世矚目的(de)成就。基(ji)礎設(she)施網絡基(ji)本(ben)形成,綜合交(jiao)通運輸(shu)體系不(bu)斷(duan)完善;運輸(shu)服務能力和(he)水(shui)平(ping)大(da)幅(fu)(fu)提(ti)升(sheng),人(ren)民群眾獲(huo)得感明(ming)顯(xian)增強;科(ke)技創新成效顯(xian)著,設(she)施建造(zao)、運輸(shu)裝備技術水(shui)平(ping)大(da)幅(fu)(fu)提(ti)升(sheng);交(jiao)通運輸(shu)建設(she)現代化加(jia)快推進(jin),安全智慧綠色(se)發(fa)(fa)(fa)展(zhan)水(shui)平(ping)持續提(ti)高;交(jiao)通運輸(shu)對(dui)外開(kai)放(fang)持續擴(kuo)大(da),走出去(qu)步伐不(bu)斷(duan)加(jia)快。交(jiao)通運輸(shu)發(fa)(fa)(fa)展(zhan)有效促進(jin)國土空間(jian)開(kai)發(fa)(fa)(fa)保(bao)護、城(cheng)鄉(xiang)區域協調發(fa)(fa)(fa)展(zhan)、生(sheng)產力布局優化,為(wei)經(jing)濟(ji)社會發(fa)(fa)(fa)展(zhan)充分(fen)發(fa)(fa)(fa)揮基(ji)礎性(xing)、先導(dao)性(xing)、戰略性(xing)和(he)服務性(xing)作(zuo)用,為(wei)決勝全面建成小康社會提(ti)供了(le)(le)有力支撐。

與(yu)此(ci)同(tong)(tong)時,我國(guo)交通(tong)(tong)運輸發(fa)展還(huan)存在一(yi)些短板,不(bu)平(ping)衡不(bu)充(chong)分問題(ti)仍(reng)然突出。綜(zong)(zong)合(he)交通(tong)(tong)網絡(luo)布局仍(reng)需(xu)(xu)完善,結構(gou)有待優化,互(hu)(hu)聯互(hu)(hu)通(tong)(tong)和網絡(luo)韌性還(huan)需(xu)(xu)增強;綜(zong)(zong)合(he)交通(tong)(tong)統籌(chou)融合(he)亟待加強,資源(yuan)集約利(li)用水平(ping)有待提高,交通(tong)(tong)運輸與(yu)相關產(chan)業協同(tong)(tong)融合(he)尚需(xu)(xu)深化,全產(chan)業鏈支(zhi)撐能力仍(reng)需(xu)(xu)提升;綜(zong)(zong)合(he)交通(tong)(tong)發(fa)展質(zhi)量(liang)效率和服(fu)務水平(ping)不(bu)高,現(xian)代物流體系有待完善,科技(ji)創新能力、安(an)全智慧綠(lv)色發(fa)展水平(ping)還(huan)要進一(yi)步(bu)提高;交通(tong)(tong)運輸重點領(ling)域關鍵環節(jie)改(gai)革(ge)任務仍(reng)然艱巨。

(二)形勢要求

當前和(he)今(jin)后一個時期(qi)(qi)(qi),我(wo)國(guo)發展(zhan)仍(reng)處于重要(yao)戰略機遇期(qi)(qi)(qi),但(dan)機遇和(he)挑戰都有新的發展(zhan)變(bian)化。當今(jin)世界正經歷百(bai)年未有之大(da)變(bian)局,新一輪科技革(ge)命(ming)和(he)產(chan)業(ye)變(bian)革(ge)深(shen)入發展(zhan),國(guo)際力量對比深(shen)刻調整,和(he)平與發展(zhan)仍(reng)是時代主(zhu)題,人類命(ming)運共同(tong)體理念深(shen)入人心。同(tong)時國(guo)際環境(jing)日(ri)趨復(fu)雜,不(bu)穩定(ding)性不(bu)確定(ding)性明顯增加(jia),新冠肺(fei)炎疫情影響(xiang)廣泛深(shen)遠(yuan),經濟全球化遭遇逆流,世界進(jin)入動蕩變(bian)革(ge)期(qi)(qi)(qi)。我(wo)國(guo)已轉(zhuan)向高質量發展(zhan)階(jie)段,制度優勢顯著,經濟長期(qi)(qi)(qi)向好(hao),市場(chang)空間(jian)廣闊,發展(zhan)韌(ren)性增強(qiang),社會(hui)大(da)局穩定(ding),全面(mian)建設社會(hui)主(zhu)義現代化國(guo)家(jia)新征程開啟,但(dan)發展(zhan)不(bu)平衡不(bu)充分問題仍(reng)然突(tu)出。

國(guo)內國(guo)際新(xin)(xin)形勢對加(jia)(jia)(jia)(jia)快建(jian)設(she)交(jiao)通(tong)(tong)強國(guo)、構建(jian)現代(dai)化高(gao)(gao)質(zhi)量國(guo)家(jia)綜(zong)合(he)立(li)體交(jiao)通(tong)(tong)網提(ti)出(chu)了新(xin)(xin)的(de)更高(gao)(gao)要(yao)求,必須更加(jia)(jia)(jia)(jia)突出(chu)創(chuang)(chuang)新(xin)(xin)的(de)核心地位,注重(zhong)交(jiao)通(tong)(tong)運輸(shu)(shu)創(chuang)(chuang)新(xin)(xin)驅動(dong)(dong)和智(zhi)慧發(fa)(fa)展(zhan)(zhan);更加(jia)(jia)(jia)(jia)突出(chu)統籌(chou)協調(diao),注重(zhong)各種運輸(shu)(shu)方式融合(he)發(fa)(fa)展(zhan)(zhan)和城鄉區域交(jiao)通(tong)(tong)運輸(shu)(shu)協調(diao)發(fa)(fa)展(zhan)(zhan);更加(jia)(jia)(jia)(jia)突出(chu)綠色發(fa)(fa)展(zhan)(zhan),注重(zhong)國(guo)土(tu)空間開發(fa)(fa)和生態(tai)環境保(bao)護;更加(jia)(jia)(jia)(jia)突出(chu)高(gao)(gao)水平對外開放(fang)(fang),注重(zhong)對外互(hu)(hu)聯互(hu)(hu)通(tong)(tong)和國(guo)際供應鏈開放(fang)(fang)、安全(quan)、穩定;更加(jia)(jia)(jia)(jia)突出(chu)共享發(fa)(fa)展(zhan)(zhan),注重(zhong)建(jian)設(she)人民(min)滿意交(jiao)通(tong)(tong),滿足人民(min)日益增長的(de)美好生活需要(yao)。要(yao)著力(li)推動(dong)(dong)交(jiao)通(tong)(tong)運輸(shu)(shu)更高(gao)(gao)質(zhi)量、更有效率、更加(jia)(jia)(jia)(jia)公(gong)平、更可持續、更為(wei)安全(quan)的(de)發(fa)(fa)展(zhan)(zhan),發(fa)(fa)揮交(jiao)通(tong)(tong)運輸(shu)(shu)在國(guo)民(min)經(jing)濟擴大(da)循環規模、提(ti)高(gao)(gao)循環效率、增強循環動(dong)(dong)能、降低(di)循環成(cheng)本、保(bao)障循環安全(quan)中的(de)重(zhong)要(yao)作用,為(wei)全(quan)面建(jian)設(she)社會主義(yi)現代(dai)化國(guo)家(jia)提(ti)供有力(li)支(zhi)撐。

(三)運輸需求

旅(lv)客出(chu)(chu)(chu)行需(xu)求(qiu)穩步增長,高品質、多樣化(hua)、個性化(hua)的(de)需(xu)求(qiu)不(bu)(bu)斷增強。預計2021至2035年(nian)旅(lv)客出(chu)(chu)(chu)行量(含小(xiao)汽(qi)車(che)出(chu)(chu)(chu)行量)年(nian)均增速為3.2%左(zuo)右。高鐵、民(min)航、小(xiao)汽(qi)車(che)出(chu)(chu)(chu)行占(zhan)比不(bu)(bu)斷提(ti)升,國際旅(lv)客出(chu)(chu)(chu)行以及城市群旅(lv)客出(chu)(chu)(chu)行需(xu)求(qiu)更加旺(wang)盛。東(dong)部地區(qu)仍將是我(wo)國出(chu)(chu)(chu)行需(xu)求(qiu)最為集中的(de)區(qu)域,中西部地區(qu)出(chu)(chu)(chu)行需(xu)求(qiu)增速加快(kuai)。

貨物運(yun)(yun)輸需求(qiu)穩中(zhong)有升,高價值、小批量(liang)、時效強的(de)需求(qiu)快速攀升。預(yu)計2021至2035年(nian)全(quan)社會貨運(yun)(yun)量(liang)年(nian)均(jun)增速為(wei)(wei)2%左(zuo)右(you),郵政(zheng)快遞業務(wu)量(liang)年(nian)均(jun)增速為(wei)(wei)6.3%左(zuo)右(you)。外貿貨物運(yun)(yun)輸保(bao)(bao)(bao)持長(chang)期增長(chang)態勢,大宗散貨運(yun)(yun)量(liang)未來一(yi)段時期保(bao)(bao)(bao)持高位運(yun)(yun)行狀態。東部(bu)地區貨運(yun)(yun)需求(qiu)仍保(bao)(bao)(bao)持較大規模,中(zhong)西部(bu)地區增速將(jiang)快于東部(bu)地區。

二、總體要求

(一)指導思想

以習(xi)近平(ping)新(xin)時代中(zhong)(zhong)國(guo)特色社會主義思(si)想為(wei)(wei)(wei)指導,深入貫徹黨的(de)十九大和十九屆二中(zhong)(zhong)、三(san)中(zhong)(zhong)、四中(zhong)(zhong)、五中(zhong)(zhong)全(quan)(quan)會精神,統籌推(tui)進(jin)“五位一(yi)體”總體布(bu)局(ju),協調推(tui)進(jin)“四個全(quan)(quan)面”戰(zhan)略布(bu)局(ju),堅持穩中(zhong)(zhong)求進(jin)工(gong)作總基(ji)調,立足新(xin)發(fa)展(zhan)(zhan)階段(duan),貫徹新(xin)發(fa)展(zhan)(zhan)理(li)念,構建(jian)新(xin)發(fa)展(zhan)(zhan)格局(ju),以推(tui)動(dong)高質(zhi)量(liang)發(fa)展(zhan)(zhan)為(wei)(wei)(wei)主題,以深化供給側(ce)結構性改革(ge)為(wei)(wei)(wei)主線(xian),以改革(ge)創(chuang)新(xin)為(wei)(wei)(wei)根本動(dong)力,以滿足人民日益增長的(de)美好(hao)生活需要為(wei)(wei)(wei)根本目的(de),統籌發(fa)展(zhan)(zhan)和安全(quan)(quan),充分發(fa)揮中(zhong)(zhong)央和地方兩個積極性,更加注重質(zhi)量(liang)效益、一(yi)體化融合、創(chuang)新(xin)驅動(dong),打(da)造一(yi)流設(she)施(shi)、技術、管理(li)、服務,構建(jian)便捷順暢、經(jing)濟高效、綠色集約(yue)、智能先進(jin)、安全(quan)(quan)可靠的(de)現代化高質(zhi)量(liang)國(guo)家(jia)綜合立體交通(tong)網,加快(kuai)建(jian)設(she)交通(tong)強國(guo),為(wei)(wei)(wei)全(quan)(quan)面建(jian)設(she)社會主義現代化國(guo)家(jia)當好(hao)先行(xing)。

(二)工作原則

——服務(wu)大(da)(da)局(ju)、服務(wu)人(ren)民(min)。立足全(quan)面建設(she)社(she)會主義現代化國(guo)家大(da)(da)局(ju),堅(jian)持適度超前,推進(jin)(jin)(jin)交通與國(guo)土(tu)空(kong)間開發(fa)保(bao)護、產業發(fa)展、新型城鎮化協調發(fa)展,促進(jin)(jin)(jin)軍(jun)民(min)融合(he)發(fa)展,有效支撐國(guo)家重大(da)(da)戰略(lve)。立足擴(kuo)大(da)(da)內需戰略(lve)基(ji)點,拓展投資空(kong)間,有效促進(jin)(jin)(jin)國(guo)民(min)經(jing)濟良性(xing)循環。堅(jian)持以人(ren)民(min)為中心(xin),建設(she)人(ren)民(min)滿意交通,不斷增強人(ren)民(min)群眾的獲得感(gan)、幸福(fu)感(gan)、安全(quan)感(gan)。

——立(li)足國(guo)(guo)情、改革(ge)開(kai)放(fang)。準確把握新發(fa)(fa)展階段要求和(he)資(zi)源稟賦氣候特征,加(jia)強資(zi)源節約(yue)集約(yue)利(li)用(yong),探索中國(guo)(guo)特色交(jiao)通(tong)運(yun)輸(shu)現(xian)代化(hua)(hua)發(fa)(fa)展模式和(he)路徑。充分發(fa)(fa)揮(hui)市場在資(zi)源配置中的決(jue)定性(xing)(xing)作用(yong),更(geng)好(hao)發(fa)(fa)揮(hui)政府(fu)作用(yong),深化(hua)(hua)交(jiao)通(tong)運(yun)輸(shu)體系改革(ge),破除制約(yue)高質量發(fa)(fa)展的體制機制障礙,構建(jian)統一(yi)開(kai)放(fang)競(jing)爭(zheng)有序的交(jiao)通(tong)運(yun)輸(shu)市場。服務“一(yi)帶一(yi)路”建(jian)設,加(jia)強國(guo)(guo)際互(hu)聯互(hu)通(tong),深化(hua)(hua)交(jiao)通(tong)運(yun)輸(shu)開(kai)放(fang)合作,提(ti)高全球(qiu)運(yun)輸(shu)網絡和(he)物流供應(ying)鏈(lian)體系安全性(xing)(xing)、開(kai)放(fang)性(xing)(xing)、可靠性(xing)(xing)。

——優化(hua)結構、統(tong)籌融合(he)(he)(he)(he)。堅持系統(tong)觀念,加(jia)強前瞻(zhan)性思考、全局性謀劃(hua)、戰略性布局、整體性推進。加(jia)強規劃(hua)統(tong)籌,優化(hua)網絡布局,創新運(yun)(yun)輸(shu)(shu)(shu)組織,調整運(yun)(yun)輸(shu)(shu)(shu)結構,實現供給和需求更高水(shui)平(ping)的(de)動態平(ping)衡。推動融合(he)(he)(he)(he)發展,加(jia)強交(jiao)通運(yun)(yun)輸(shu)(shu)(shu)資源(yuan)整合(he)(he)(he)(he)和集(ji)約利用(yong),促進交(jiao)通運(yun)(yun)輸(shu)(shu)(shu)與(yu)相關產業深度融合(he)(he)(he)(he)。強化(hua)銜接(jie)聯通,提升設施網絡化(hua)和運(yun)(yun)輸(shu)(shu)(shu)服務一(yi)體化(hua)水(shui)平(ping),提升綜(zong)合(he)(he)(he)(he)交(jiao)通運(yun)(yun)輸(shu)(shu)(shu)整體效率。

——創(chuang)(chuang)新(xin)智(zhi)慧、安全(quan)綠色。堅持創(chuang)(chuang)新(xin)核心(xin)地位,注(zhu)重科(ke)技賦能(neng),促(cu)進交通(tong)運輸(shu)提(ti)效能(neng)、擴功能(neng)、增動(dong)能(neng)。推進交通(tong)基礎設施數字化(hua)、網(wang)聯化(hua),提(ti)升交通(tong)運輸(shu)智(zhi)慧發(fa)展(zhan)水平。統(tong)籌發(fa)展(zhan)和(he)安全(quan),加(jia)強交通(tong)運輸(shu)安全(quan)與(yu)應(ying)急保障能(neng)力建設。加(jia)快推進綠色低碳發(fa)展(zhan),交通(tong)領域(yu)二氧化(hua)碳排放(fang)盡早達峰,降低污染(ran)物及溫室氣體(ti)排放(fang)強度(du),注(zhu)重生態(tai)環(huan)境(jing)保護修復,促(cu)進交通(tong)與(yu)自然(ran)和(he)諧發(fa)展(zhan)。

(三)發展目標

到2035年,基(ji)本(ben)建(jian)成便(bian)捷(jie)順暢、經濟高效(xiao)、綠色集約、智能先進(jin)、安(an)全(quan)可(ke)靠的現代(dai)化(hua)(hua)(hua)高質(zhi)量國(guo)(guo)(guo)家綜合(he)立(li)體交(jiao)通(tong)(tong)(tong)網,實(shi)現國(guo)(guo)(guo)際(ji)國(guo)(guo)(guo)內互聯(lian)互通(tong)(tong)(tong)、全(quan)國(guo)(guo)(guo)主(zhu)要(yao)(yao)城(cheng)(cheng)市(shi)立(li)體暢達(da)、縣(xian)級節(jie)點有(you)效(xiao)覆蓋(gai),有(you)力支撐“全(quan)國(guo)(guo)(guo)123出行交(jiao)通(tong)(tong)(tong)圈”(都(dou)市(shi)區(qu)1小時(shi)(shi)通(tong)(tong)(tong)勤、城(cheng)(cheng)市(shi)群2小時(shi)(shi)通(tong)(tong)(tong)達(da)、全(quan)國(guo)(guo)(guo)主(zhu)要(yao)(yao)城(cheng)(cheng)市(shi)3小時(shi)(shi)覆蓋(gai))和“全(quan)球123快貨物流圈”(國(guo)(guo)(guo)內1天送(song)(song)達(da)、周邊國(guo)(guo)(guo)家2天送(song)(song)達(da)、全(quan)球主(zhu)要(yao)(yao)城(cheng)(cheng)市(shi)3天送(song)(song)達(da))。交(jiao)通(tong)(tong)(tong)基(ji)礎(chu)設施質(zhi)量、智能化(hua)(hua)(hua)與綠色化(hua)(hua)(hua)水(shui)平居(ju)世界前列。交(jiao)通(tong)(tong)(tong)運(yun)輸全(quan)面適應人民(min)日益增長的美好(hao)生(sheng)活需要(yao)(yao),有(you)力保障國(guo)(guo)(guo)家安(an)全(quan),支撐我國(guo)(guo)(guo)基(ji)本(ben)實(shi)現社會(hui)主(zhu)義現代(dai)化(hua)(hua)(hua)。

到本世紀中葉,全(quan)(quan)面建(jian)成現代化(hua)高(gao)質量國(guo)家綜合立體交(jiao)(jiao)通(tong)網,擁有世界(jie)一流的交(jiao)(jiao)通(tong)基礎設施(shi)體系,交(jiao)(jiao)通(tong)運輸供(gong)需有效(xiao)(xiao)平衡、服務優(you)質均等、安全(quan)(quan)有力保障(zhang)。新技術廣泛(fan)應(ying)用(yong),實現數字化(hua)、網絡化(hua)、智能(neng)化(hua)、綠色化(hua)。出行安全(quan)(quan)便捷舒適,物流高(gao)效(xiao)(xiao)經(jing)濟(ji)可(ke)靠(kao),實現“人享(xiang)其行、物優(you)其流”,全(quan)(quan)面建(jian)成交(jiao)(jiao)通(tong)強(qiang)國(guo),為全(quan)(quan)面建(jian)成社(she)會主義現代化(hua)強(qiang)國(guo)當好(hao)先行。

三、優化國家綜合立體交通布局(ju)

(一)構建(jian)完善的(de)國家綜(zong)合立體交通網

國家(jia)綜合(he)(he)立體(ti)交通(tong)網(wang)連(lian)接(jie)全國所有(you)縣級及以上行(xing)政(zheng)區、邊境(jing)口岸、國防(fang)設施(shi)、主要(yao)景區等(deng)。以統籌融(rong)合(he)(he)為導向,著力補短板(ban)、重(zhong)銜接(jie)、優(you)網(wang)絡(luo)、提(ti)效能(neng),更(geng)加注重(zhong)存量資源優(you)化利(li)用和(he)增(zeng)量供給質量提(ti)升。完善鐵路、公(gong)(gong)路、水運(yun)、民航、郵政(zheng)快遞等(deng)基(ji)礎(chu)設施(shi)網(wang)絡(luo),構建以鐵路為主干(gan),以公(gong)(gong)路為基(ji)礎(chu),水運(yun)、民航比較優(you)勢充分發揮的國家(jia)綜合(he)(he)立體(ti)交通(tong)網(wang)。

到2035年,國家綜合(he)(he)立體交(jiao)通(tong)網(wang)實體線網(wang)總規模合(he)(he)計70萬公(gong)(gong)里(li)左(zuo)右(you)(you)(you)(不含(han)國際陸(lu)路通(tong)道境(jing)外段、空中及海(hai)上航(hang)路、郵路里(li)程(cheng))。其中鐵路20萬公(gong)(gong)里(li)左(zuo)右(you)(you)(you),公(gong)(gong)路46萬公(gong)(gong)里(li)左(zuo)右(you)(you)(you),高等級航(hang)道2.5萬公(gong)(gong)里(li)左(zuo)右(you)(you)(you)。沿海(hai)主(zhu)要港口27個(ge),內河主(zhu)要港口36個(ge),民(min)用運輸機場400個(ge)左(zuo)右(you)(you)(you),郵政快遞樞紐80個(ge)左(zuo)右(you)(you)(you)。

(二)加快建設(she)高效率(lv)國(guo)家(jia)綜合(he)立體交通網(wang)主骨架(jia)

國(guo)(guo)家綜(zong)合立體交通(tong)(tong)網(wang)主骨架由國(guo)(guo)家綜(zong)合立體交通(tong)(tong)網(wang)中最(zui)為關(guan)鍵(jian)的(de)線網(wang)構成,是(shi)我國(guo)(guo)區(qu)域間(jian)、城市群間(jian)、省際間(jian)以及連通(tong)(tong)國(guo)(guo)際運輸(shu)的(de)主動脈,是(shi)支撐國(guo)(guo)土空間(jian)開發保護(hu)的(de)主軸線,也(ye)是(shi)各種運輸(shu)方式資源配置(zhi)效率(lv)最(zui)高、運輸(shu)強度最(zui)大的(de)骨干網(wang)絡。

加(jia)(jia)快構建6條主(zhu)軸(zhou)(zhou)。加(jia)(jia)強京津(jin)冀(ji)、長三角、粵港(gang)澳(ao)大灣區(qu)、成渝地區(qu)雙(shuang)城經濟圈4極之間(jian)聯系,建設綜合(he)性、多通(tong)道、立體(ti)化、大容量(liang)、快速化的交(jiao)(jiao)通(tong)主(zhu)軸(zhou)(zhou)。拓展4極輻射空間(jian)和交(jiao)(jiao)通(tong)資源(yuan)配置能力,打(da)造(zao)我國綜合(he)立體(ti)交(jiao)(jiao)通(tong)協(xie)同發(fa)(fa)展和國內國際交(jiao)(jiao)通(tong)銜接(jie)轉(zhuan)換的關鍵平臺,充分發(fa)(fa)揮促進全國區(qu)域發(fa)(fa)展南北互動、東西交(jiao)(jiao)融的重要作用。

加(jia)快(kuai)構建7條走廊。強化京津冀、長三角、粵(yue)港澳大灣區、成(cheng)渝(yu)地區雙(shuang)城經(jing)濟(ji)圈4極(ji)的(de)輻射作用,加(jia)強極(ji)與組群和組團之間(jian)聯(lian)系(xi),建設京哈、京藏、大陸橋、西(xi)部陸海、滬昆(kun)(kun)、成(cheng)渝(yu)昆(kun)(kun)、廣昆(kun)(kun)等多(duo)方式、多(duo)通道(dao)、便(bian)捷化的(de)交(jiao)通走廊,優化完善(shan)多(duo)中心(xin)、網絡化的(de)主骨架(jia)結構。

加(jia)快(kuai)構建8條通(tong)道(dao)(dao)。強化主軸與走廊(lang)之間的(de)銜(xian)接協(xie)調(diao),加(jia)強組(zu)群與組(zu)團(tuan)之間、組(zu)團(tuan)與組(zu)團(tuan)之間聯系,加(jia)強資源產業集聚地、重要口岸的(de)連(lian)接覆蓋(gai),建設(she)綏滿、京(jing)延、沿邊、福銀、二湛、川藏、湘桂、廈蓉等交通(tong)通(tong)道(dao)(dao),促進內外連(lian)通(tong)、通(tong)邊達海,擴大中西部和東(dong)北地區交通(tong)網(wang)絡覆蓋(gai)。

(三)建設多層級一(yi)體化國(guo)家綜合交通樞紐系統

建設(she)(she)綜(zong)合交(jiao)通(tong)樞(shu)(shu)紐(niu)(niu)(niu)(niu)集群、樞(shu)(shu)紐(niu)(niu)(niu)(niu)城市(shi)(shi)(shi)及樞(shu)(shu)紐(niu)(niu)(niu)(niu)港站(zhan)“三位一體”的(de)國(guo)家綜(zong)合交(jiao)通(tong)樞(shu)(shu)紐(niu)(niu)(niu)(niu)系統(tong)。建設(she)(she)面(mian)向世界的(de)京(jing)津冀、長三角、粵港澳大(da)灣區、成(cheng)渝地區雙(shuang)城經(jing)濟圈4大(da)國(guo)際性綜(zong)合交(jiao)通(tong)樞(shu)(shu)紐(niu)(niu)(niu)(niu)集群。加快建設(she)(she)20個左右(you)國(guo)際性綜(zong)合交(jiao)通(tong)樞(shu)(shu)紐(niu)(niu)(niu)(niu)城市(shi)(shi)(shi)以及80個左右(you)全(quan)國(guo)性綜(zong)合交(jiao)通(tong)樞(shu)(shu)紐(niu)(niu)(niu)(niu)城市(shi)(shi)(shi)。推進(jin)一批國(guo)際性樞(shu)(shu)紐(niu)(niu)(niu)(niu)港站(zhan)、全(quan)國(guo)性樞(shu)(shu)紐(niu)(niu)(niu)(niu)港站(zhan)建設(she)(she)。

(四)完善面向全球(qiu)的運輸網絡

圍繞陸(lu)海內(nei)外(wai)聯(lian)動、東西雙向互濟的(de)開放格局,著(zhu)力形成功能完備、立體(ti)互聯(lian)、陸(lu)海空統籌(chou)的(de)運(yun)輸(shu)(shu)網(wang)(wang)絡(luo)。發(fa)(fa)展(zhan)多元化(hua)國(guo)(guo)(guo)際(ji)(ji)(ji)運(yun)輸(shu)(shu)通(tong)道(dao),重(zhong)點打(da)造新亞(ya)歐大陸(lu)橋、中蒙俄、中國(guo)(guo)(guo)―中亞(ya)―西亞(ya)、中國(guo)(guo)(guo)―中南半島、中巴(ba)、中尼印(yin)(yin)和(he)孟中印(yin)(yin)緬等7條(tiao)陸(lu)路國(guo)(guo)(guo)際(ji)(ji)(ji)運(yun)輸(shu)(shu)通(tong)道(dao)。發(fa)(fa)展(zhan)以(yi)中歐班列(lie)(lie)為重(zhong)點的(de)國(guo)(guo)(guo)際(ji)(ji)(ji)貨(huo)(huo)運(yun)班列(lie)(lie),促進國(guo)(guo)(guo)際(ji)(ji)(ji)道(dao)路運(yun)輸(shu)(shu)便利化(hua)。強化(hua)國(guo)(guo)(guo)際(ji)(ji)(ji)航運(yun)中心輻射能力,完善經(jing)(jing)(jing)日韓跨(kua)太平洋(yang)至美(mei)洲,經(jing)(jing)(jing)東南亞(ya)至大洋(yang)洲,經(jing)(jing)(jing)東南亞(ya)、南亞(ya)跨(kua)印(yin)(yin)度洋(yang)至歐洲和(he)非洲,跨(kua)北冰(bing)洋(yang)的(de)冰(bing)上(shang)絲綢之路等4條(tiao)海上(shang)國(guo)(guo)(guo)際(ji)(ji)(ji)運(yun)輸(shu)(shu)通(tong)道(dao),保障原油、鐵礦石、糧(liang)食、液化(hua)天然氣(qi)等國(guo)(guo)(guo)家重(zhong)點物資國(guo)(guo)(guo)際(ji)(ji)(ji)運(yun)輸(shu)(shu),拓展(zhan)國(guo)(guo)(guo)際(ji)(ji)(ji)海運(yun)物流網(wang)(wang)絡(luo),加(jia)快(kuai)發(fa)(fa)展(zhan)郵(you)輪經(jing)(jing)(jing)濟。依托國(guo)(guo)(guo)際(ji)(ji)(ji)航空樞紐(niu),構建(jian)四通(tong)八(ba)達、覆蓋全球(qiu)的(de)空中客貨(huo)(huo)運(yun)輸(shu)(shu)網(wang)(wang)絡(luo)。建(jian)設覆蓋五洲、連通(tong)全球(qiu)、互利共贏、協同高效的(de)國(guo)(guo)(guo)際(ji)(ji)(ji)干(gan)線(xian)郵(you)路網(wang)(wang)。

四(si)、推(tui)進綜合交通統籌融合發展

(一)推進各(ge)種運輸方式統籌(chou)融合發展

統籌(chou)綜合(he)(he)交(jiao)通(tong)(tong)通(tong)(tong)道(dao)(dao)規劃(hua)建(jian)設。強(qiang)化(hua)國土空(kong)(kong)間(jian)規劃(hua)對(dui)基(ji)礎(chu)(chu)設施規劃(hua)建(jian)設的(de)指導約束作用,加強(qiang)與相(xiang)關(guan)規劃(hua)的(de)銜接協(xie)調。節約集(ji)約利(li)用通(tong)(tong)道(dao)(dao)線位(wei)資源(yuan)、岸(an)線資源(yuan)、土地(di)資源(yuan)、空(kong)(kong)域資源(yuan)、水域資源(yuan),促(cu)進(jin)交(jiao)通(tong)(tong)通(tong)(tong)道(dao)(dao)由(you)單一向綜合(he)(he)、由(you)平面向立體發展,減少對(dui)空(kong)(kong)間(jian)的(de)分割,提(ti)高國土空(kong)(kong)間(jian)利(li)用效(xiao)率。統籌(chou)考慮多種(zhong)運輸方(fang)式(shi)(shi)規劃(hua)建(jian)設協(xie)同和新(xin)型運輸方(fang)式(shi)(shi)探索(suo)應(ying)用,實現(xian)陸水空(kong)(kong)多種(zhong)運輸方(fang)式(shi)(shi)相(xiang)互(hu)協(xie)同、深度融合(he)(he)。用好(hao)用足既(ji)有交(jiao)通(tong)(tong)通(tong)(tong)道(dao)(dao),加強(qiang)過江、跨(kua)海、穿越環境敏感區通(tong)(tong)道(dao)(dao)基(ji)礎(chu)(chu)設施建(jian)設方(fang)案論證,推動(dong)鐵路(lu)、公路(lu)等線性基(ji)礎(chu)(chu)設施的(de)線位(wei)統籌(chou)和斷面空(kong)(kong)間(jian)整合(he)(he)。加強(qiang)綜合(he)(he)交(jiao)通(tong)(tong)通(tong)(tong)道(dao)(dao)與通(tong)(tong)信、能源(yuan)、水利(li)等基(ji)礎(chu)(chu)設施統籌(chou),提(ti)高通(tong)(tong)道(dao)(dao)資源(yuan)利(li)用效(xiao)率。

推進(jin)綜(zong)合(he)(he)(he)(he)(he)交通(tong)(tong)樞(shu)紐(niu)一(yi)(yi)(yi)(yi)體(ti)(ti)(ti)化規劃(hua)建設。推進(jin)綜(zong)合(he)(he)(he)(he)(he)交通(tong)(tong)樞(shu)紐(niu)及(ji)郵政(zheng)快(kuai)遞樞(shu)紐(niu)統(tong)(tong)一(yi)(yi)(yi)(yi)規劃(hua)、統(tong)(tong)一(yi)(yi)(yi)(yi)設計、統(tong)(tong)一(yi)(yi)(yi)(yi)建設、協同(tong)(tong)管理。推動(dong)新建綜(zong)合(he)(he)(he)(he)(he)客運(yun)(yun)(yun)樞(shu)紐(niu)各種運(yun)(yun)(yun)輸方式集中布局,實現空(kong)間共享、立體(ti)(ti)(ti)或同(tong)(tong)臺(tai)換乘,打造(zao)全天候(hou)、一(yi)(yi)(yi)(yi)體(ti)(ti)(ti)化換乘環境(jing)。推動(dong)既有綜(zong)合(he)(he)(he)(he)(he)客運(yun)(yun)(yun)樞(shu)紐(niu)整(zheng)合(he)(he)(he)(he)(he)交通(tong)(tong)設施(shi)、共享服務功(gong)能空(kong)間。加快(kuai)綜(zong)合(he)(he)(he)(he)(he)貨(huo)運(yun)(yun)(yun)樞(shu)紐(niu)多(duo)式聯運(yun)(yun)(yun)換裝設施(shi)與(yu)集疏(shu)運(yun)(yun)(yun)體(ti)(ti)(ti)系(xi)建設,統(tong)(tong)籌(chou)轉運(yun)(yun)(yun)、口岸、保稅、郵政(zheng)快(kuai)遞等(deng)功(gong)能,提升(sheng)多(duo)式聯運(yun)(yun)(yun)效率(lv)與(yu)物流綜(zong)合(he)(he)(he)(he)(he)服務水平。按(an)照站城(cheng)一(yi)(yi)(yi)(yi)體(ti)(ti)(ti)、產城(cheng)融合(he)(he)(he)(he)(he)、開放共享原則,做(zuo)好樞(shu)紐(niu)發展(zhan)空(kong)間預留、用地功(gong)能管控、開發時序協調。

推(tui)進(jin)(jin)東部(bu)、中部(bu)、西部(bu)和東北地(di)(di)區(qu)(qu)交通(tong)運(yun)(yun)輸協調發展(zhan)。加速東部(bu)地(di)(di)區(qu)(qu)優化升級,提高人口、經(jing)濟密集地(di)(di)區(qu)(qu)交通(tong)承載力(li),強化對(dui)外開放國際運(yun)(yun)輸服務功(gong)(gong)能(neng)。推(tui)進(jin)(jin)中部(bu)地(di)(di)區(qu)(qu)大通(tong)道大樞(shu)紐建設(she)(she),更好發揮承東啟西、連(lian)南接北功(gong)(gong)能(neng)。強化西部(bu)地(di)(di)區(qu)(qu)交通(tong)基礎設(she)(she)施(shi)布局,推(tui)進(jin)(jin)西部(bu)陸海新通(tong)道建設(she)(she),打(da)造東西雙向(xiang)互(hu)濟對(dui)外開放通(tong)道網(wang)絡。優化樞(shu)紐布局,完善(shan)樞(shu)紐體系,發展(zhan)通(tong)用航空,改善(shan)偏遠地(di)(di)區(qu)(qu)居民出行條件。推(tui)動東北地(di)(di)區(qu)(qu)交通(tong)運(yun)(yun)輸發展(zhan)提質增效,強化與(yu)京津冀等地(di)(di)區(qu)(qu)通(tong)道能(neng)力(li)建設(she)(she),打(da)造面向(xiang)東北亞對(dui)外開放的交通(tong)樞(shu)紐。支持革命老區(qu)(qu)、民族地(di)(di)區(qu)(qu)、邊疆地(di)(di)區(qu)(qu)交通(tong)運(yun)(yun)輸發展(zhan),推(tui)進(jin)(jin)沿邊沿江沿海交通(tong)建設(she)(she)。

提(ti)升(sheng)智(zhi)(zhi)慧發展水平(ping)。加快(kuai)提(ti)升(sheng)交(jiao)(jiao)(jiao)通(tong)(tong)運(yun)輸科技(ji)(ji)(ji)創(chuang)新(xin)能力(li),推(tui)(tui)進(jin)交(jiao)(jiao)(jiao)通(tong)(tong)基礎設(she)(she)(she)施(shi)數字化(hua)(hua)、網(wang)聯(lian)化(hua)(hua)。推(tui)(tui)動(dong)(dong)衛(wei)(wei)星(xing)通(tong)(tong)信技(ji)(ji)(ji)術(shu)、新(xin)一代(dai)通(tong)(tong)信技(ji)(ji)(ji)術(shu)、高(gao)分(fen)遙感衛(wei)(wei)星(xing)、人工智(zhi)(zhi)能等(deng)行業應(ying)用(yong)(yong),打造全覆蓋、可替代(dai)、保安(an)全的行業北斗高(gao)精度基礎服(fu)務(wu)(wu)網(wang),推(tui)(tui)動(dong)(dong)行業北斗終端規模化(hua)(hua)應(ying)用(yong)(yong)。構(gou)建(jian)高(gao)精度交(jiao)(jiao)(jiao)通(tong)(tong)地理信息(xi)平(ping)臺,加快(kuai)各領域建(jian)筑信息(xi)模型技(ji)(ji)(ji)術(shu)自主創(chuang)新(xin)應(ying)用(yong)(yong)。全方位(wei)布(bu)局交(jiao)(jiao)(jiao)通(tong)(tong)感知系統(tong),與(yu)交(jiao)(jiao)(jiao)通(tong)(tong)基礎設(she)(she)(she)施(shi)同(tong)步規劃建(jian)設(she)(she)(she),部(bu)署關鍵部(bu)位(wei)主動(dong)(dong)預(yu)警設(she)(she)(she)施(shi),提(ti)升(sheng)多維監測、精準管控、協同(tong)服(fu)務(wu)(wu)能力(li)。加強智(zhi)(zhi)能化(hua)(hua)載運(yun)工具和關鍵專用(yong)(yong)裝備研發,推(tui)(tui)進(jin)智(zhi)(zhi)能網(wang)聯(lian)汽(qi)車(智(zhi)(zhi)能汽(qi)車、自動(dong)(dong)駕駛、車路協同(tong))、智(zhi)(zhi)能化(hua)(hua)通(tong)(tong)用(yong)(yong)航空器應(ying)用(yong)(yong)。鼓勵物流園區(qu)、港口、機(ji)場、貨運(yun)場站廣泛應(ying)用(yong)(yong)物聯(lian)網(wang)、自動(dong)(dong)化(hua)(hua)等(deng)技(ji)(ji)(ji)術(shu),推(tui)(tui)廣應(ying)用(yong)(yong)自動(dong)(dong)化(hua)(hua)立體倉庫、引導(dao)運(yun)輸車、智(zhi)(zhi)能輸送分(fen)揀和裝卸設(she)(she)(she)備。構(gou)建(jian)綜合交(jiao)(jiao)(jiao)通(tong)(tong)大數據(ju)中心(xin)體系,完善綜合交(jiao)(jiao)(jiao)通(tong)(tong)運(yun)輸信息(xi)平(ping)臺。完善科技(ji)(ji)(ji)資源開放共享機(ji)制,建(jian)設(she)(she)(she)一批具有國際影響力(li)的創(chuang)新(xin)平(ping)臺。

加(jia)快既(ji)有設(she)(she)施(shi)智(zhi)(zhi)能(neng)化(hua)(hua)(hua)。利用新(xin)技術賦(fu)能(neng)交通基(ji)礎設(she)(she)施(shi)發展,加(jia)強既(ji)有交通基(ji)礎設(she)(she)施(shi)提質(zhi)升級(ji),提高設(she)(she)施(shi)利用效率和(he)服務(wu)(wu)水平。運用現代控制技術提升鐵路全路網(wang)列車調(diao)度(du)指揮和(he)運輸管(guan)(guan)理(li)智(zhi)(zhi)能(neng)化(hua)(hua)(hua)水平。推動(dong)公路路網(wang)管(guan)(guan)理(li)和(he)出(chu)行信息服務(wu)(wu)智(zhi)(zhi)能(neng)化(hua)(hua)(hua),完善道路交通監控設(she)(she)備及配套網(wang)絡(luo)。加(jia)強內河高等(deng)級(ji)航道運行狀態(tai)(tai)在線(xian)監測,推動(dong)船岸協同(tong)、自動(dong)化(hua)(hua)(hua)碼頭(tou)和(he)堆場發展。發展新(xin)一代空管(guan)(guan)系統,推進空中交通服務(wu)(wu)、流量(liang)管(guan)(guan)理(li)和(he)空域管(guan)(guan)理(li)智(zhi)(zhi)能(neng)化(hua)(hua)(hua),推進各方(fang)信息共(gong)享(xiang)。推動(dong)智(zhi)(zhi)能(neng)網(wang)聯汽車與智(zhi)(zhi)慧城(cheng)市協同(tong)發展,建(jian)設(she)(she)城(cheng)市道路、建(jian)筑、公共(gong)設(she)(she)施(shi)融合感知體系,打造基(ji)于城(cheng)市信息模型(xing)平臺、集(ji)城(cheng)市動(dong)態(tai)(tai)靜態(tai)(tai)數據于一體的(de)智(zhi)(zhi)慧出(chu)行平臺。

(三(san))推進綠色發(fa)展和人文建設

推(tui)進(jin)(jin)(jin)綠色低(di)碳發展。促(cu)進(jin)(jin)(jin)交通基(ji)礎設(she)施(shi)與(yu)生(sheng)(sheng)態(tai)(tai)空間協調,最(zui)大限(xian)度(du)保護重要生(sheng)(sheng)態(tai)(tai)功(gong)能(neng)區、避讓生(sheng)(sheng)態(tai)(tai)環(huan)境(jing)敏感區,加強(qiang)永(yong)久基(ji)本農田保護。實(shi)施(shi)交通生(sheng)(sheng)態(tai)(tai)修(xiu)復提升(sheng)工(gong)程,構建生(sheng)(sheng)態(tai)(tai)化交通網絡(luo)。加強(qiang)科研攻(gong)關,改進(jin)(jin)(jin)施(shi)工(gong)工(gong)藝,從源頭減少交通噪(zao)聲、污染物、二氧(yang)化碳等排放。加大交通污染監測和(he)綜合治理力度(du),加強(qiang)交通環(huan)境(jing)風險防控,落(luo)實(shi)生(sheng)(sheng)態(tai)(tai)補償機制。優化調整運(yun)輸(shu)結構,推(tui)進(jin)(jin)(jin)多式聯運(yun)型物流園區、鐵(tie)路(lu)專用(yong)線建設(she),形成以鐵(tie)路(lu)、水運(yun)為主的(de)大宗貨物和(he)集(ji)裝(zhuang)箱中長距離運(yun)輸(shu)格局(ju)。加強(qiang)可再生(sheng)(sheng)能(neng)源、新能(neng)源、清(qing)潔能(neng)源裝(zhuang)備(bei)設(she)施(shi)更新利(li)用(yong)和(he)廢舊建材再生(sheng)(sheng)利(li)用(yong),促(cu)進(jin)(jin)(jin)交通能(neng)源動(dong)力系統清(qing)潔化、低(di)碳化、高效(xiao)化發展,推(tui)進(jin)(jin)(jin)快遞包裝(zhuang)綠色化、減量化、可循環(huan)。

加強交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)運輸(shu)人(ren)文(wen)建設。完(wan)善交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)基(ji)礎設施(shi)(shi)、運輸(shu)裝備(bei)(bei)功能配置和(he)運輸(shu)服(fu)(fu)務(wu)(wu)標(biao)準規范(fan)體系,滿(man)足不(bu)同群體出行多樣化(hua)、個(ge)性化(hua)要求。加強無(wu)障礙設施(shi)(shi)建設,完(wan)善無(wu)障礙裝備(bei)(bei)設備(bei)(bei),提高(gao)特殊(shu)人(ren)群出行便利程度和(he)服(fu)(fu)務(wu)(wu)水(shui)平(ping)(ping)。健全老年(nian)人(ren)交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)運輸(shu)服(fu)(fu)務(wu)(wu)體系,滿(man)足老齡化(hua)社會交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)需求。創新服(fu)(fu)務(wu)(wu)模(mo)式,提升運輸(shu)服(fu)(fu)務(wu)(wu)人(ren)性化(hua)、精細(xi)化(hua)水(shui)平(ping)(ping)。加強交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)文(wen)明宣傳教(jiao)育(yu),弘揚優秀交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)文(wen)化(hua),提高(gao)交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)參與(yu)者(zhe)守法意識和(he)道(dao)德水(shui)平(ping)(ping)。

深(shen)化(hua)交(jiao)(jiao)(jiao)通(tong)(tong)運(yun)(yun)輸(shu)行業(ye)(ye)改(gai)革。深(shen)化(hua)簡政放(fang)權、放(fang)管(guan)(guan)結合(he)(he)(he)、優(you)化(hua)服(fu)務改(gai)革,持(chi)續(xu)優(you)化(hua)營商(shang)(shang)環境,形成統一(yi)開放(fang)競爭有序的(de)交(jiao)(jiao)(jiao)通(tong)(tong)運(yun)(yun)輸(shu)市場。建(jian)立(li)健全適(shi)應國家綜(zong)(zong)合(he)(he)(he)立(li)體(ti)(ti)交(jiao)(jiao)(jiao)通(tong)(tong)高(gao)質量發展的(de)體(ti)(ti)制(zhi)機制(zhi),完善綜(zong)(zong)合(he)(he)(he)交(jiao)(jiao)(jiao)通(tong)(tong)運(yun)(yun)輸(shu)發展戰(zhan)略規(gui)劃政策(ce)體(ti)(ti)系。推進(jin)鐵(tie)路(lu)行業(ye)(ye)競爭性(xing)環節市場化(hua)改(gai)革,深(shen)化(hua)國家空管(guan)(guan)體(ti)(ti)制(zhi)改(gai)革,實現郵政普(pu)遍(bian)服(fu)務業(ye)(ye)務與競爭性(xing)業(ye)(ye)務分業(ye)(ye)經營。完善交(jiao)(jiao)(jiao)通(tong)(tong)運(yun)(yun)輸(shu)與國土(tu)空間開發、城鄉(xiang)建(jian)設、生態環境保護等政策(ce)協商(shang)(shang)機制(zhi),推進(jin)多規(gui)融(rong)合(he)(he)(he),提(ti)高(gao)政策(ce)統一(yi)性(xing)、規(gui)則一(yi)致(zhi)性(xing)和執行協同(tong)性(xing)。加(jia)快制(zhi)定綜(zong)(zong)合(he)(he)(he)交(jiao)(jiao)(jiao)通(tong)(tong)樞紐(niu)、多式(shi)聯運(yun)(yun)、新業(ye)(ye)態新模式(shi)等標(biao)(biao)準(zhun)規(gui)范,加(jia)強(qiang)不同(tong)運(yun)(yun)輸(shu)方式(shi)標(biao)(biao)準(zhun)統籌(chou)協調,構(gou)(gou)建(jian)符(fu)合(he)(he)(he)高(gao)質量發展的(de)標(biao)(biao)準(zhun)體(ti)(ti)系。加(jia)強(qiang)交(jiao)(jiao)(jiao)通(tong)(tong)國際(ji)交(jiao)(jiao)(jiao)流合(he)(he)(he)作,積極參與國際(ji)交(jiao)(jiao)(jiao)通(tong)(tong)組織(zhi),推動標(biao)(biao)準(zhun)國際(ji)互認,提(ti)升中國標(biao)(biao)準(zhun)的(de)國際(ji)化(hua)水(shui)平。以大數(shu)據、信用(yong)信息共享(xiang)為基礎,構(gou)(gou)建(jian)綜(zong)(zong)合(he)(he)(he)交(jiao)(jiao)(jiao)通(tong)(tong)運(yun)(yun)輸(shu)新型(xing)治理機制(zhi)。

加強交(jiao)通運輸法(fa)治建(jian)設(she)。堅持法(fa)治引領(ling),深化(hua)交(jiao)通運輸法(fa)治政府部門(men)建(jian)設(she)。推(tui)動(dong)綜(zong)(zong)(zong)合交(jiao)通等(deng)重點(dian)立法(fa)項目制定修(xiu)訂進(jin)程,促進(jin)不同運輸方式法(fa)律制度的有(you)效(xiao)銜接(jie),完善綜(zong)(zong)(zong)合交(jiao)通法(fa)規體(ti)系。全(quan)(quan)面(mian)加強規范化(hua)建(jian)設(she),提升(sheng)交(jiao)通運輸執(zhi)法(fa)隊伍(wu)能力(li)和水(shui)平(ping),嚴格規范公正文明執(zhi)法(fa)。落實普(pu)法(fa)責任制,營(ying)(ying)造行業(ye)良好法(fa)治環(huan)境,把法(fa)治要求貫(guan)穿于(yu)綜(zong)(zong)(zong)合交(jiao)通運輸規劃、建(jian)設(she)、管(guan)理、運營(ying)(ying)服務、安(an)全(quan)(quan)生(sheng)產(chan)各(ge)環(huan)節(jie)全(quan)(quan)過程。

加強(qiang)交通(tong)運輸人(ren)(ren)才隊(dui)(dui)(dui)伍建設(she)(she)。優(you)化人(ren)(ren)才隊(dui)(dui)(dui)伍結構,加強(qiang)跨學科科研隊(dui)(dui)(dui)伍建設(she)(she),造就一批有影(ying)響(xiang)力(li)的交通(tong)科技(ji)領軍人(ren)(ren)才和創新團隊(dui)(dui)(dui)。弘揚勞模精神、工匠精神,完善人(ren)(ren)才引(yin)進(jin)、培養、使(shi)用(yong)、評價、流動、激勵體制機(ji)制和以社會主義核心價值觀引(yin)領行業文化建設(she)(she)的治(zhi)理機(ji)制。加強(qiang)創新型、應用(yong)型、技(ji)能型人(ren)(ren)才培養,建設(she)(she)忠誠干凈(jing)擔(dan)當(dang)的高素質干部隊(dui)(dui)(dui)伍,造就一支素質優(you)良的勞動者大軍。

六、保障措施

(一)加強黨的領導

堅(jian)持(chi)和(he)(he)加強(qiang)黨(dang)的(de)(de)全(quan)(quan)面領(ling)導,增強(qiang)“四(si)個(ge)(ge)意(yi)識”、堅(jian)定“四(si)個(ge)(ge)自信”、做到(dao)“兩個(ge)(ge)維護”,充分發揮(hui)(hui)黨(dang)總攬全(quan)(quan)局(ju)、協調各方的(de)(de)領(ling)導核心作用,始終(zhong)把(ba)黨(dang)的(de)(de)領(ling)導貫(guan)穿到(dao)加快建(jian)設交通強(qiang)國全(quan)(quan)過程,充分發揮(hui)(hui)各級(ji)黨(dang)組(zu)織在推進國家(jia)綜合立體交通網建(jian)設發展中的(de)(de)作用,激勵(li)干部擔(dan)當作為,全(quan)(quan)面調動各級(ji)干部干事創(chuang)業的(de)(de)積極性、主(zhu)動性和(he)(he)創(chuang)造性,不斷提高貫(guan)徹新發展理念、構(gou)建(jian)新發展格局(ju)、推動高質量發展能力和(he)(he)水平(ping),為實現本規劃綱要目標任務提供(gong)根(gen)本保證。

(二)加強組織協調

加強本規(gui)(gui)劃(hua)(hua)(hua)綱要實施組織保障體系(xi)建(jian)設,建(jian)立健全(quan)實施協(xie)調推進(jin)機制,強化部門協(xie)同(tong)和上下聯動,推動各類(lei)交(jiao)通基礎設施統籌(chou)規(gui)(gui)劃(hua)(hua)(hua)、協(xie)同(tong)建(jian)設。財政、自然資源、住(zhu)房城(cheng)(cheng)鄉建(jian)設、生態環(huan)境等(deng)(deng)部門要細化完善財政、用地、用海、城(cheng)(cheng)鄉建(jian)設、環(huan)保等(deng)(deng)配套政策及標準規(gui)(gui)范。健全(quan)本規(gui)(gui)劃(hua)(hua)(hua)綱要與各類(lei)各級(ji)規(gui)(gui)劃(hua)(hua)(hua)銜接機制。

(三)加強資源支撐

加強國(guo)家綜合立體(ti)交(jiao)(jiao)通(tong)網(wang)規(gui)劃(hua)項目土(tu)(tu)地(di)等(deng)資源供(gong)給,規(gui)劃(hua)、建設過程(cheng)(cheng)嚴格用(yong)地(di)控制,突出立體(ti)、集約、節約思維,提高交(jiao)(jiao)通(tong)用(yong)地(di)復合程(cheng)(cheng)度,盤活閑(xian)置(zhi)交(jiao)(jiao)通(tong)用(yong)地(di)資源,完善公共交(jiao)(jiao)通(tong)引導土(tu)(tu)地(di)開發的相關政(zheng)策。建立國(guo)土(tu)(tu)空間規(gui)劃(hua)等(deng)相關規(gui)劃(hua)與(yu)交(jiao)(jiao)通(tong)規(gui)劃(hua)協調機制和動(dong)態(tai)調整(zheng)管理政(zheng)策。

(四)加強資金保障

建立(li)完善與(yu)交通運(yun)(yun)輸發(fa)展階段(duan)特征(zheng)相適應的(de)資金(jin)(jin)保(bao)障制度(du),落實中央(yang)與(yu)地方在交通運(yun)(yun)輸領域(yu)的(de)財政(zheng)(zheng)事權(quan)和支(zhi)出責任,確保(bao)各交通專項(xiang)資金(jin)(jin)支(zhi)持(chi)交通發(fa)展。創新投融(rong)資政(zheng)(zheng)策,健(jian)(jian)全與(yu)項(xiang)目(mu)資金(jin)(jin)需求(qiu)和期(qi)限相匹配的(de)長期(qi)資金(jin)(jin)籌措(cuo)渠道。構建形(xing)成效益增(zeng)長與(yu)風險(xian)防(fang)控可持(chi)續發(fa)展的(de)投資機(ji)制,防(fang)范化解債務風險(xian)。健(jian)(jian)全公益性基礎設(she)施(shi)建設(she)運(yun)(yun)營支(zhi)持(chi)政(zheng)(zheng)策體系,加大對欠發(fa)達地區(qu)和邊境(jing)地區(qu)支(zhi)持(chi)力度(du)。進一步調整完善支(zhi)持(chi)郵政(zheng)(zheng)、水運(yun)(yun)等發(fa)展的(de)資金(jin)(jin)政(zheng)(zheng)策。支(zhi)持(chi)各類(lei)金(jin)(jin)融(rong)機(ji)構依法合規為市場(chang)化運(yun)(yun)作的(de)交通發(fa)展提(ti)供融(rong)資,引導社會(hui)資本積極參與(yu)交通基礎設(she)施(shi)建設(she)。

(五)加強實施管理

建(jian)立綜合(he)交(jiao)通(tong)(tong)規(gui)(gui)劃(hua)管理制(zhi)度。本規(gui)(gui)劃(hua)綱要(yao)(yao)(yao)(yao)實(shi)施過程中要(yao)(yao)(yao)(yao)加(jia)強(qiang)與國民經(jing)濟和社會(hui)發(fa)展(zhan)(zhan)、國土(tu)空(kong)間(jian)、區(qu)域發(fa)展(zhan)(zhan)、流(liu)域等相(xiang)關規(gui)(gui)劃(hua)銜接,與城(cheng)鄉建(jian)設(she)發(fa)展(zhan)(zhan)相(xiang)統(tong)籌。各地在編制(zhi)交(jiao)通(tong)(tong)運(yun)輸相(xiang)關規(gui)(gui)劃(hua)中,要(yao)(yao)(yao)(yao)與本規(gui)(gui)劃(hua)綱要(yao)(yao)(yao)(yao)做好(hao)銜接,有關項目納入國土(tu)空(kong)間(jian)規(gui)(gui)劃(hua)和相(xiang)關專項規(gui)(gui)劃(hua)。交(jiao)通(tong)(tong)運(yun)輸部要(yao)(yao)(yao)(yao)會(hui)同(tong)有關部門加(jia)強(qiang)本規(gui)(gui)劃(hua)綱要(yao)(yao)(yao)(yao)實(shi)施動(dong)態(tai)監測與評估,組織開展(zhan)(zhan)交(jiao)通(tong)(tong)強(qiang)國建(jian)設(she)試點工作,在通(tong)(tong)道、樞(shu)紐(niu)、技術創新、安全綠色低碳等方(fang)面科學論證并組織實(shi)施一批重大工程,強(qiang)化本規(gui)(gui)劃(hua)綱要(yao)(yao)(yao)(yao)實(shi)施進展(zhan)(zhan)統(tong)計與監測工作,定期開展(zhan)(zhan)規(gui)(gui)劃(hua)評估,依據(ju)國家發(fa)展(zhan)(zhan)規(gui)(gui)劃(hua)進行動(dong)態(tai)調整或(huo)修訂(ding)。重大事項及時(shi)向黨中央(yang)、國務院報告。
